ORDER ESTABLISHING FINAL SERVICE MAIL RATES

Summary

By this order the Department is setting final intra-alaska mainline service mail rates for the period July 1 through December 31, 1995. The final rate for this period shall apply as the temporary rate beginning January 1, 1996, until further order of the Department.

Background

By Order to Show Cause 95-8-8, served August 9, 1995, the Department proposed final intra-Alaska mainline service mail rates to be effective from July 1, 1995, through December 31, 1995. The proposed rates for the second half of 1995 were 5.86 percent higher than those in effect for the first half of 1995.

The time designated in Order 95-8-8 for filing a Notice of Objection has expired and none has been filed. Therefore, since no one has objected to the tentative findings and conclusions set forth in Order 95-8-8, we will make them final.

ACCORDINGLY,

  1. We make final the tentative findings and conclusions specified in Order 95-8-8;

  2. The fair and reasonable final rates of compensation to be paid in their entirety by the Postmaster General pursuant to the provisions of 49 U.S.C. 41901 for the transportation of mail by mainline aircraft over intra-Alaska routes, the facilities used and useful therefor, and the services connected therewith, by each holder of a certificate authorizing the transportation of mail by aircraft (except Reeve Aleutian Airways ) for the period July 1 through December 31, 1995, are those specified in the attached Appendix A;

  3. The fair and reasonable temporary rates of compensation for the transportation of mail by mainline aircraft in intra-Alaska markets (except those served by Reeve Aleutian Airways) for the period beginning January 1, 1996, until further order of the Department, shall be the final rates shown in the attached Appendix A for the period July 1 through December 31, 1995;

  4. Because all interested persons have had an opportunity to comment on our Order to Show Cause (95-8-8), we shall not entertain petitions for reconsideration of this order, including any motions that may accompany such petition; and

  5. We shall serve this order upon all parties to this proceeding.
